A number in Scientific Notation is written in the form:
C x 10^n
**Requirements
~C must be between 1 and 10 (1 is less than or equal to C is
less than 10)
~N is an integer (...-2, -1, 0, 1, 2,...)
n is how many places to move the decimal
positive - right
negative - left
